PEACE WITH INDIA: NAWAZ SHARIF CAN TAKE LIMITED RISK

It will be foolhardy to expect Pakistan Prime Minister Nawaz Sharif to respond to India asking for action against the mastermind of Pathankot Terror Attack since it will amount to taking action against the Inter Services Intelligence which has been covertly and overtly abetting and supporting terror attack on India. The latest attack on Pathankot Air Base was executed by the fidayeens of Jaishe-e-Mohammad, having full backing of the ISI.

To understand the situation in Pakistan and the predicament of the civilian government one has to recall the event of October, 1999. After it was discovered that the Kargil war was the creation of the then Army Chief Parvez Musharraf, Nawaz Sharif dismissed his Army chief who was away in Sri Lanka. Musharraf succeeded in overthrowing the elected government of Nawaz Sharif because he had the full support of the Corp Commanders of the Pakistan Army.

 An Army General in Pakistan draws his strength from the Corp Commanders; Pakistan is militarily divided into 11 zones and there are as many Corp Commanders who are all powerful. Although the  present Army Chief of Pakistan and the Prime Minister share surname, Raheel Sharif like any other Army chief of Pakistan is unlikely to yield to the government pressure to take action against the handlers and mastermind of the attack on the Indian Air Force Base in Pathankot.

Unlike in 1999, Nawaz Sharif is firmly in the saddles and enjoys a good rapport with his Army chief. But this equation may change if the Corp Commanders decide to disobey the Prime Minister Sharif’s policy of pursuing peace with India. Nawaz Sharif on his part would not take the risks in pursuit of his fresh peace initiatives with India if it comes to facing yet another coup.

The ISI has vested interests in promoting terrorists organizations against India since money is involved in the operations. Hundreds of millions of Pakistani currency is at the disposal of the ISI which is not accounted for. 

According to a Washington report, Bruce Reidel , a senior official on counter terrorism in the United States has said that the Pathankot Terror strike in India was the work of the “Pakistan Military Establishmen” and the ISI was behind it to sabotage the latest initiative taken by the Indian Prime Minister Narendra Modi who made a surprise landing in Lahore on the Christmas Day in December last year as a goodwill gesture to promote peace in the subcontinent. Riedel also sees more such terror attack on India in future.

TERROR ATTACK IN PATHANKOT

It was apprehended from day when Prime Minister Narendra Modi mad extraordinary gesture by landing at Lahore on his way back to India at simple request of Pakistan Prime Minister Nawaz Shariff. The visit was applauded by world leaders including the US President Barak Obama as it signaled the resumption of talk between India and Pakistan on issues of terrorism and host of other issues. It was no appreciated by the rogue elements in Pakistan Army. And it took a few days for the forces opposed to peace with India in Pakistan to strike at our defence establishment. Pathankot base of the Indian Air Force which is strategically important and is a forward area air force station was made the target. That the fidayeen terrorists were able to breach security of the Pathankot Air Force Base clearly indicates that the terror outfit Jaish-e-Muhammad alone is not capable of executing this kind of mission. The terrorists were trained by the Pakistani Army and the handlers were the notorious ISI- Inter-Services-Intelligence of Pakistan.

Such operation by Pakistani Terror group cannot be planned and executed in few days. The training and planning must have been started months back. That the ISI chose to time the attack on January 2, 2016 was to derail the resumption of peace process between the two countries. 

We at home have few lessons to learn from this attack. First that the security of our defence establishments has be strengthened not only in terms of man power and weaponry but also in terms of latest electronic gadgets for surveillance of our defence establishments including air force and army stations. The Defence Ministry has already instituted inquiry and a review of our security system has begun in the right earnest.

Another area of concern is the situation in the border state of Punjab which has witnessed ilfitrations by Pakistani terrorists through Punjab. The state needs special attention. Both the Centre and the State Government have to sit together and work for identifying elements who may be providing logistic support to the  terrorists from across the border.

I deeply mourn the martyrdom of our security personnel who laid their lives while fighting the intruding terrorists at Pathankot.

Mulayam Humilated by Nitish and Lalu

Sometimes, family ties do not matter in politics. Mulayam Singh Yadav who established family relationship with Lalu Yadav by getting the grandson of his brother married to Lalu’s daughter early this year has pulled out of ‘Maha Gathbandhan’ or Grand Alliance against BJP led NDA in forthcoming assembly elections in Bihar. Samajvadi Party snapped its ties with ‘Janata Parivar’ by declaring that the SP would contest elections on its own.

After having declared that all splinter groups of Janata Parivar would merge and reunite as one family, the Samajavadi Party was shown the door by Lalu and Nitish who between them divided seats- each getting 100 seats to contest out of a total of 243 seats in Bihar. The Congress has been given 40 seats to contest and the Party is happy with it while the Nationalist Congress Party was given 3 seats only. The NCP  stalwart, Sharad Pawar felt humiliated with this share of seats and pulled out of the alliance. NCP has decided to contest on its own. But the humiliation of Mulayam Singh was greater as his Party was denied any seat to contest as alliance partner. As if to show sympathy Lalu Yadav declared that he would give 5 seats to Samajvadi Party from his RJD quota of 100 seats. It was like rubbing salt on the wound. Mulayam is said to be furious with this offer. It like throwing crumbs from ‘leftover’ of a grand dinner party.

It would be premature to conclude that Samajbadi Party would finally decide to contest Bihar elections on its own since efforts are on to persuade and placate Mulayam Singh not to desert Janata Parivar. Whatever be the outcome, trouble for the Maha Gathbandhan is not over. The Assaudin Owaisi is now having a second thought whether to contest elections in Bihar after having declared that his Party would contest 24 seats in Bihar. His All India Majlis e- Ittehadul Muslimeen Party may contest a dozen odd seats from Muslim dominated constituencies to mark his presence in Bihar. That would mean cutting into the Muslim vote bank of Nitish and Lalu who claim that minorities are with them. The other day a large number of Muslims had come to attend and listen to Prime Minister Narendra Modi’s  Parivartan Rally in Bhagalpur. It is advantage BJP as people of the state are fed up with leaders whose sole plank is caste and religion. Development has no place in politics of the leaders like Nitish and Lalu.

Record Crowd at Modi’s Bhagalpur Rally

It was a record crowd that gathered on Tuesday at Airport Ground in Bhagalpur to listen to Prime Minister Narendra Modi’s fourth Parivartan Rally in Bihar. I was present at the dais from where Prime Minister addressed the rally and I could see the milling crows all over. People from all sections of the society including Muslims came in large number to hear Modi who talked of Bihar’s development which Modi said was possible only when people elected a BJP government.

Prime Minister reminded the people how in the past 25 years of rule that included 15 years of Lalu-Rabri ‘jungle raj’ and 10 years of Nitish Kumar’s rule that failed to lift Bihar. Prime Minister wondered if the Opposition alliance of JD (U), RJD and Congress has given ‘tilanjali’ (abandoned) to development of Bihar and instead is chanting only “ Modi Modi Modi…” as if there is nothing else to promise to the people except abusing Modi.

He reminded the people how these leaders forgot Ram Manohar Lohia and joined hands with the Congress, a Party that Lohia opposed all through his political career. Prime Minister also reminded the people that these leaders- Lalu and Nitish are seen with the Congress that jailed Jaya  Prakash Narain during the Emergency.

Talking of crowd, newspapers have published today ( 2nd Sept. 2015) the presence of mammoth crowd at Bhagalpur that was far in excess of the rally organized by the JD (U), RJD and the Congress at Gandhi Maidan on Sunday last.

The Bhgalpur gathering was not only huge but the crowd gave positive response to Prime Minster’s speech. There are reports that the opposite camp is worried over increasing number of people who attended Prime Minister’s  four ‘Parivartan’ rallies in Bihar.

MLC Elections : A Pre-poll Survey in Bihar

In 90 days from now (approximately as the Election Commission is yet to announce the dates for the assembly elections) people of Bihar will get opportunity to elect a new government. Pollsters would soon flood the news channels and newspapers with their pre-poll opinion surveys to give a rough idea about the trend in the poll bound state based on their sample surveys. These samples of electorates are picked up randomly and are not representative in character. For instance, the sample voters are not picked up in a manner that include all voters spread over the political spectrum of caste, sub-caste, backward, extremely backwards, Dalits, Maha-Dalits, Muslims, Extremely Backward Muslims, Christians, Brahmins, Kayasthas, Bhumihars and Rajputs. As a result of which the pre-poll opinion surveys most of the time does not match with the poll outcome because of limited or small number of sample voters. I don’t say that the method is wrong rather I would say that it is the only way to indicate the likely trend in any elections that goes haywire sometimes though.

The just concluded elections to 24 seats of the Legislative Council (Upper House of the State Assembly) in Bihar should be taken as a precursor to the general mood in the poll bound state. For two reasons, first the electoral college of the Local Bodies elections to State Legislative Council comprises of elected members of Municipal Corporations, Members of Zila Parishads and Panchayat bodies  that represent all sections of the society and can be said that the electoral college of Local Bodies is true representative character of the people. It has people from all sections, castes and communities of the society.

There are approximately one lakh four thousands voters who elected 24 Members of Legislative Council. The BJP won 12 out of 24 seats and one independent candidate supported by it also won the seat. The ruling JD (U) got 5 seats while its new ally the RJD won 4 seats, one seat went to the Congress and one to independent. Generally, this election should have favoured the ruling coalition which is the normal trend of voting. But the voters defied the trend and opted for the BJP which is now in the Opposition in Bihar. 

The outcome of the Local Bodies elections should be taken as a ‘pre-poll’ survey in Bihar.  A man from Bihar who works in Delhi doing some menial job was in his village last month in Champaran district. His mother comes under the Below the Poverty Line bar. She was promised a house under Indira Awas Yojna. Her name was shortlisted for the house. She was to get Rs. 85,000/- to build one room accommodation. But at the last hour the local administration in the Nitish Government cancelled the allotment without assigning any reason for it. There are hundreds of such cases where poor people have been denied their dues under various welfare schemes in Bihar under the present regime.

There are signs of discomforts amongst the alliance partners of JD (U) who are worried over the ‘Parivartan Rath’ of the BJP. The Rath is fitted with large Led Television Screen and has recorded version of the spar between Lalu and Nitish when they were opposing each other. Lalu is shown calling names and telling his audience that Nitish was never in JP movement in Bihar. It was he who got Nitish’s name included as an activist of JP movement. Nitish tells people about the jungle raj of Lalu. The BJP launched its poll campaign on July 16 from Gandhi Maidan by flagging off the Parivartan Rath by the Party President Amit Shah that would traverse in each of the 243 assembly constituencies going to polls.

It was interesting to hear Lalu Yadav reacting on the Parivartan Raths. If you believe Lalu, each Parivartan Rath cost Rs. 30 crores, any takers? To counter the high tech rath of the BJP, Lalu Yadav has said that he would also brng “tam tam rath” (horse driven carts) on the roads of Bihar for campaigning. We wait for Nitish’s rath.

Yakub Memon: Death for the Guilty

It was a Saturday. The streets of Bombay (now Mumbai) was on the move. The ‘dabba walas’ were rushing to deliver lunch boxes to those working in offices that day.. Exactly at 1.30 p.m. Bombay Stock Exchange was rocked by powerful explosion of a car bomb parked in the basement of the Exchange building on Dalal Street. The BSE was closed since there was no trading that day, Saturday being a holiday for the stock market. More than 50 people were killed in the explosion. Many more were lying injured bleeding profusely on the floor. There were 13 bomb explosions in the city leaving 257 people dead and more than 700 injured. Blood was strewn everywhere. Zaveri Bazar, Air India building in Nariman Point, Hotel Sea Rock in Bandra, Hotel Centaur and Hotel Airport Centaur in Juhu were hit by bomb explosions.

After 23 years of the blood bath in Bombay, one of the accused Yakub Memon has been found guilty and the TADA court has issued ‘black warrant’ sentencing him to death. Yakub’s mercy petition was rejected by the President earlier. The Supreme Court also dismissed his appeal against the death sentence. His last appeal, a ‘curative petition’ before the Supreme Court was also rejected on yesterday. He has now appealed to the Governor of Maharastra for mercy to commute his death sentence into life imprisonment. Till the time of writing this piece, the governor’s decision as awaited. If Yakub loses this mercy petition, he is to be hanged till death on July 30 in Nagpur jail where he is lodged.

Yakub Memon’s two brothers Tiger and Ayub Menon who were the master executioners of the serial bomb blasts are absconding and are under the umbrella of Dawood Ibrahim the kingpin who master minded the attack to avenge the demolition Babri Masjd in Ayodhya in 1992. 

A debate has been initiated in the country if the capital punishment is justified since the practice is ‘barbaric’. Way back in 1978, Barrington Moore, an American Sociologist wrote a book ‘Injustice’ in which he argued against capital punishment. Here in our country, people demand that the news of ‘hanging’ should not be publicized and the execution should be kept a secret till the job is done. 

Death of anyone is not a matter of rejoice. May I ask what kind of pain and anguish people must have experienced whose kin were murdered in the brutal bomb attacks in Bombay in 1993. What was the crime of those who were attacked.. They were innocent people who had nothing to do with the demolition of Babri Masjit..Men, women and children were victims of the attack by the gangsters who acted like terrorists. The operation was financed by some smugglers in Pakistan. Funds were provided by the underworld kingpins. Logistics support was given by criminals in Bombay. The blood bath continued for more than two hours in the city. The argument that Yakub Memon did not execute the attacks and that he did not have grenades and bombs in his hand does not hold water since Yakub was aiding and fixing lose ends to execute the serial bomb blasts in Bombay.

The argument that the handing of any person should be kept a secret is not possible. The family of the condemned accused has to be informed before the execution. The death sentence of the guilty can’t be condoned on compassionate ground. Show compassion to those who lost their sons, fathers, wives, husbands and children in the blast in 1993.

Parliament’s Monsoon Session Begins on Stormy Note

The ‘weather’ forecast for Parliament came true today when the monsoon session began to take up important issues concerning the nation. The intention of the Opposition members led by the Congress was clear when the Rajya Sabha took up a notice of Anand Sharma of the Congress for a discussion on the role of the External Affairs Minister Sushma Swaraj in facilitating visa for Lalit Modi, now in Britain. Even as Anand Sharma was demanding suspension of all business to take up the discussion, I saw the leader of the House Arun Jaitley on his feet telling the Chair that the government was ready for discussion here and now. He assured the House that Sushma Swaraj would be here to reply. The opposition members were disarmed totally. They did not know what to do. Suddenly Members from the Opposition benches ‘stormed’ into the well of the House forcing the Deputy Chairman to adjourn the House for 30 minutes. A couple of Members were seen carrying some posters in their hands. 

A milder storm hit the House when it resumed sitting at 12 noon, slogans and noises from the Opposition. This time Honourable Chairman of the Rajya Sabha Hamid Ansari himself was present but failed to pacify the Members to allow the proceedings to go on. It was Question Hour. The House was adjourned again to meet at 12.30 p.m. Repeat performance of the Opposition, the House was adjourned yet another time to meet at 2 p.m. despite Arun Jaitley, again agreeing for a discussion immediately and reiterating that Sushma Swaraj will be here within minutes.

It was 2 p.m., Anand Sharma who had moved the motion for discussion was absent when the Rajua Sabha resumed. Despite the government agreeing for discussion and the Chair allowing the discussion, some Congress Members crated ruckus coming to the Well of the House forcing the Rajya Sabha to be adjourned once again.

Outside the House, Anand Sharma was giving sermon to the BJP and the NDA government about ‘tradition and precedent’. May I ask what tradition Sharma was talking of. It is the tradition of the Congress Party and its leaders to resort to disruptions and create pandemonium in the House. The Opposition has every right to raise questions and demand reply from the government of the day on matters concerning the nation. This is the essence of democratic tradition. The NDA or for that matter the BJP have never denied the right of the Opposition Members to raise issues and demand discussions. In fact Prime Minister Narendra Modi in an all Party meeting yesterday assured the Opposition that the government was ready for discussion on any subject that the Opposition wanted to raise. But at the same time, he appealed and sought cooperation from the Opposition members for clearing some important bills pending before Parliament in this session.

Surprisingly, after telling the hounrable Speaker of Lok Sabha Sumitra Mahajan at all party meeting that the Opposition was ready to extend cooperation on conditions that discussion involving chief ministers of Madhya Pradesh, Rajasthan and External Affairs Minister Sushma Swaraj are allowed and Prime Minister should come forward to make statement in the House on these issues.

It is not at all necessary for the Prime Minister to make statement on every issue raised in Parliament. The Congress forgets that if matters related to States are allowed to be raised and discussed in Parliament, there are cases of bribe by an American firm to some former Congress Ministers including a former chief minister of the Congress Party.

Sonia Gandhi, the Congress President who met her Party’s MPs in Parliament House today has asked them to raise the issues and demand discussions in the Lok Sabha tomorrow. The Lok Sabha was adjourned after the obituary references. But the Congress leadership has failed to garner the support of some other Opposition parties like the Samajadi Party, the AIADMK and Trinamool Congress on forcing adjournment after adjournment and not allowing Parliament to function. Only the Left parties are said to have sided with the Congress demanding resignations of BJP chief ministers.

I wait and watch and hope that some good sense would prevail upon the Congress to let Parliament function. The Opposition can raise any matter for which the government is ready to reply.
